What causes a country to move from financing public sector-only delivery, to financing both public and private providers to deliver healthcare?

As we saw with the COVID-19 pandemic and now the changing donor landscape, healthcare delivery programs need all-hands-on-deck. That means also engaging private providers in the efforts to End TB. In some countries (e.g. India, Pakistan, Nigeria) this is already long part of their national policies and workplans. For other, this is still an areas that needs discussion. We would like to hear from you!
